Top Georgia Surrogacy Agencies in 2025It is no longer a simple question of "which one is cheaper", but "which institutions/hospitals are still worthy of careful consideration by Chinese families in terms of medical strength, legal compliance and cost transparency, on the premise that the policy may be tightened".
And you've been swiping at your cell phone screen for days and nights, and do you feel like your head is going to explode?
"This one says it has a success rate of 80%, that one says it is appointed by the government, and another one quotes a price so cheap you can't believe it ......" Who should I believe? The most important thing to remember is that it's not a good idea to go to any of these places. If you throw hundreds of thousands of dollars into the water and don't even hear a sound, or even if you can't bring the baby back to your country, what should you do?
Honestly, this kind of anxiety is all too familiar to me.
I'm the webmaster of Surrogacy House, I've been in the business of overseas assisted reproduction for 10 years, mainly focusing onSurrogacy in the United StatesGeorgia,Kyrgyz surrogacysuchLegal Surrogacy DestinationsThe first time I saw a surrogate in Georgia from the cold to the present "risk and opportunity". In the past 10 years, I have seen Ukraine from fire to collapse, seen Southeast Asia, "overnight lights off", but also all the way to follow the Georgian surrogacy from the cold to the current "risk and opportunity".
To be honest, there are a few commonalities among Chinese families who are still seriously studying the "Georgia Surrogacy Agency Rankings":
That's why I'm not going to send you a cold "official introduction" to this article. Instead, I'm going to give you an inside look at the real Georgia surrogacy market in 2025, from the perspective of a practitioner who's literally run the hallways of hospitals and tapped lawyers at their desks:
This is not only a ranking of Georgia surrogacy agencies, but also a practical handbook to help you save money, avoid mines and save your life. Whether you're in it for the cost-effectiveness or for the ultimate medical success, after reading this, you'll have a clear direction in mind - is Georgia the right place to go? Who to choose?
If you're tired and don't want to go through thousands of words in one sitting, read this "Overview Table" to get a rough idea of where you fall, and then follow the prompts to jump back to the corresponding subsections to read them in detail.
| Your situation / needs | Recommended Key Organizations / Models | one-sentence positioning |
|---|---|---|
| Budget: 400,000-550,000 RMB for the best value for money. | Local clinics such as Beta Plus, InVitro, etc. | Medically overqualified + new organization stealing the market, relatively friendly price, don't ask for too much service. |
| Budget 60-80 million RMB, want technology + solid service | ReproART, ZHORDANIA, Chachava | The laboratory is hard, the success rate is stable, suitable for most middle-class families to do "safe investment". |
| Budget 800,000+ RMB, want smooth flow + premium experience | New Life VIP Package; or "American Egg Collection + Georgian Surrogacy | Minimize risk and time costs with top technology + legal, low-cost surrogacy. |
| Eggs at an advanced age / Multiple failures | ReproART, ZHORDANIA | Strong ability in triple IVF and capsule raising, and more experience in difficult cases. |
| Special attention to safety during pregnancy / risk of preterm labor | Chachava Clinic | Maternity + Reproduction in one, downstairs IVF upstairs labor and delivery, NICU is next door. |
| Average English, strong reliance on Chinese language services | Agencies such as New Life (with an established Mandarin team), Silk Road, etc. | Chinese communication is smooth and can help you block a lot of trouble in the process. |
If you don't have time to read thousands of words long, or if you're a hothead and want straight answers, then this section is for you. I'm not going to play around, so I'm going to go straight to the dry stuff.
Choosing a Georgia surrogacy agency is essentially three things:
Don't expect "the horse to run and the horse not to eat". In Georgia, low prices often imply a compromise on medical resources or the quality of services, while high prices are not necessarily all about medical strength, but sometimes just help pay for expensive advertising.
To give you a quick overview of the situation, I'm going to give you a core comparison table of mainstream surrogacy agencies/hospitals in Georgia in 2025. This table was not just copied off the internet, but is a "compressed" version of the physical and contractual information that my team and I have been running over the past few years.
Note: The following is the mainstream market range for 2025, in units of Total project estimate ($ million)Includes basic medical care + surrogate reimbursement + basic services, and does not include extreme unexpected costs such as premature labor and delivery in NICU.
| name (of a thing) | municipalities | Core features | Price ($ million) | Combined success rate* | People who are suitable for |
|---|---|---|---|---|---|
| New Life Georgia (NL) | Tbilisi | Large multinational intermediary platform with many resources for surrogate mothers and extremely standardized processes | 6.5 - 8.5 | Medium-high (see collaborative clinic) | Families on a budget who don't want to fuss with details and just want to "leave it to the professionals". |
| ReproART (ReproART) | Tbilisi | U.S.-style fertility center background with very high laboratory standards | 6.8 - 9.0 | High / very high (strong self-ovulation) | Families who are older, have difficulty with their own eggs, and want to "turn it around" after multiple failures. |
| ZHORDANIA | Tbilisi | Veteran research institute + European group (VIVO) background, academic school | 6.0 - 7.5 | soundness | Families who value the security of medical care and prefer the style of a "collegiate" physician. |
| Chachava Clinic | Tbilisi | General Maternity + Reproductive Hospital, Pregnancy and Childbirth in One Building | 5.8 - 7.2 | mid-to-high | Families who are especially concerned about preterm labor, want NICU coverage, and are concerned about the safety of labor and delivery. |
| Beta Plus Fertility | Tbilisi | New Power Reproductive Center with new equipment and promotions | 5.0 - 6.5 | Medium (data is accumulating) | Families that are young, have good sperm and eggs, are on a tight budget, but are willing to "take a chance". |
| InVitro Clinic | Tbilisi | Veteran local clinic, technically stable, not very good at marketing | 5.5 - 7.0 | mid-to-high | Pragmatic families who are not looking for luxury packaging, but just stable results. |
| GGRC | Tbilisi | Popular local agency with many packages and overwhelming advertisements | 5.5 - 7.5 | Fluctuations (depending on the partner hospital) | Families who prefer the "all-inclusive" concept, provided that the terms of the contract are read very carefully. |
| Silk Road (Silk Road) and other Chinese Friendship Agencies | Tbilisi | Boutique service agency, specializing in Chinese language services and detailed accompaniment | 6.0 - 7.5 | center | Families who speak little English, rely heavily on Chinese for communication, and want to be "helped along" throughout the process. |
* :: "Overall success rate evaluation" refers to overall performance under equal conditions and is not an official single pregnancy rate.
Interjections: The success rate of Georgia surrogacy is never a fixed value. In the same hospital, a 30 year old donor egg may have a success rate of 80%+, but a 45 year old donor egg may only have a success rate of 10%. So don't be fooled by the "80%" from the agent, and always look at it in the context of your own age and ovarian condition.
After reading the table you may still be a bit dizzy, then I give you a more rough recommendation logic according to "wallet thickness + demand".
Recommended Directions:Prioritize seeing basic or special packages from local fertility clinics like Beta Plus, InVitro, and others.
Heartfelt words:This gear is already the entry price in 2025, and you have to take it:
Recommended Directions:ReproART, ZHORDANIA, Chachava.
Heartfelt words:This is the "sweet spot" that most middle-class families can cover:
Special Recommendations:If you're an advanced self egg / multiple failures, don't go for the cheapest to save that little bit of money, dropping the money on labs and PGT screening is the best investment.
Recommended Directions:
Heartfelt words:By the time you get to this slot, you've bought more than just results, there:
If you have a budget of 2 million dollars, I would also honestly suggest that you go straight to theSurrogacy in California, USA-- mature laws, rich jurisprudence, and top-tier fertility centers piled high. The reality, however, is that the vast majority of families have a budget of between 400,000 and 800,000 RMB.
In this budget range, you will find a very embarrassing fact: there are really not many places where you can do surrogacy legally, with reliable medical care and relatively stable policies. Ukraine is bogged down by war, Southeast Asia is mostly underground, and many places are either "gray" or "minefields".
Georgia, in this context, has become a "light" in the eyes of many Chinese families.
🇺🇸 United StatesKing, but ridiculously expensive
Legal protection is perfect, the contract system is mature, and the success rate data is transparent, but a set of commercial surrogacy process starts at $150,000-$200,000, which is a "sell your house level" decision for most Chinese families.
🇺🇦 UkraineOnce the king of value for money, now a minefield
Previously one of the favorite cost-effective destinations for Chinese families, the war has not yet fully subsided and there are huge question marks over safety and accessibility.
🇰🇬 Kyrgyz and other Central AsianLow prices, but medical and legal are not stable
In the last two years, because Ukraine is not working, these neighboring countries are starting to emerge. But to be honest, the healthcare infrastructure is just developing, and intuitively speaking there is a certain distance between healthcare and Georgia. However, there are already a number of Russian hospitals in Kyrgyzstan, and the gap is slowly narrowing.
Together with the two years of newUnited Surrogacy Program of OjiAccepted by many, the prospective parents enjoy the advanced IVF technology in Russia, and also receive favorable resources for surrogate mothers in Kyrgyzstan.
🇬🇪 GeorgiaThe current "king of value for money".
One sentence summary:Georgia is currently one of the "openly available formal paths" for those who do not have the budget to go to the United States and do not want to take the risk of "clandestine operations" and war.
This is a critical piece of the puzzle, and many people fall into the "ineligibility" category at the first step.
Commercial surrogacy in Georgia under current law and several rounds of tightening amendments after 2020:
For Chinese families, it is generally to be done:
Many people get confused at the beginning of the process: the advertisements for "Georgian surrogacy" that you find on Baidu or Google may be behind three completely different roles - hospitals, intermediaries, and law firms. If you don't know who's who, you'll be communicating with the wrong person.
It can be understood as: buying a house directly from the developer. Typical representatives: ReproART, ZHORDANIA, InVitro and so on.
The equivalent of you getting a real estate agent to help you with your loan, closing, and renovations. Typical representatives: New Life Georgia, some large multinational platforms.
There aren't many of these, but they're great for families who place extreme importance on legal and asset arrangements.
This is the piece I want to help you avoid the pitfalls the most. The vast majority of promotions you see in this country are backed by second, or even third, agents.
| dimension (math.) | Domestic Agents / Information Intermediaries | Direct match with local institutions / formal intermediaries |
|---|---|---|
| Communication efficiency | Very high: WeChat second reply, 24 hours online | General: time difference, holidays, English-based |
| Cost transparency | Lower: easy to have a spread premium, premiums of 100-200,000 are common | Relatively high: the quotation is clear and you can see where the money goes |
| risk treatment | Rely on "character": reliable to help you tear, pitiful to collect money and disappear! | Relying on "contracts": a rigid process, but legally enforceable |
| Typical risks | False promises, heavily watered down success rates, and funds lost when deposited into private accounts | Slow process/not considerate enough, but at least it doesn't run easily |
A little reminder from the Surrogate's Home webmaster:
If you're going to use a domestic consultant, then stick to the two bottom lines:
① Ask to see the official authorization for cooperation with the local agency;
② Send large amounts of money directly to the Georgia institution/hospital's public account, not to your personal card or USDT wallet.
If you speak English well, you can try to find the official Chinese team of ReproART, New Life, etc. Nowadays, there are many of them, which will save you a lot of trouble.
A lot of "organization rankings" are written by advertising agencies, and whoever pays the most money is at the top. This one is not.
Ranking Dimension: 4 Key Metrics I Look For
Who am I? Where does the data come from?
As I mentioned earlier, I am the webmaster of Surrogacy House and have been running in the field of overseas assisted reproduction for 10 years. Over the past 3 years, our team has reviewed 120+ Georgian program contracts and collected a large number of customer callback records, including:
I can say this very responsibly: there is no charge for this ranking, and I have nothing to do with who is dropping money on advertising. If there are any organizations I don't recommend, I'll put my reasons directly in the article.
Let's start with a "personalized list of labels" to make it easier for you to fit in.
New Life Georgia
Ideal for: Families on a budget who want "one-stop care".
ReproART (ReproART)
Ideal for: families who are advanced in age, have difficulty with self-fertilization, and want to flip the switch after multiple failures.
Chachava Clinic
Ideal for: families who are particularly worried about premature births and newborn emergencies.
ZHORDANIA
Ideal for: Families who prefer "academic doctors + large group background".
Beta Plus Fertility / New Force
Ideal for: young, sperm and egg quality families who are on a budget but don't want to venture into the gray countries.
When it comes to surrogacy in Georgia, New Life is almost an unavoidable term. It is a typical multinational intermediary platform + partner hospital model with branches in several countries.
Pros:The process is as precise as clockwork, the matches are quick, and the resource pool of surrogate moms is huge; for new families, the feeling of **"having someone to take you through the whole process "** will keep you grounded.
But you also need to know its "temperament":Prices are often at the top of the market ($75-85,000 is not an exaggeration); terms are tough and they don't like to be changed by the customer.
ReproART's reputation in the industry is basically centered on two words: technical control. The core advantage lies in the level of embryo laboratory. ReproART has matured experience in sac raising, PGT-A screening, and dealing with difficult cases.
It is valuable for: families over 40 who insist on self-egging, have premature ovarian failure, and have failed many times before elsewhere.
Prices are in the mid-to-high end of the $68,000-$90,000 range, and in recent years, Chinese coordinators have begun to be provided, making communication much friendlier.
ZHORDANIA's atmosphere is described in four words: academically stable. ZHORDANIA has a long history and was one of the first organizations in Georgia to do assisted reproduction; now it has been acquired by the Spanish VIVO Group, which means that it has European capital and management system behind it.
Pros:Doctors are not pompous, the program is given more carefully; the financial chain is sound, not to meet the "sudden closure of the organization" this kind of mine. Accordingly, the queue time will be a little longer, and the popular doctors' appointments should be booked in advance.
Chachava itself is a very well known maternity hospital in Tbilisi, and only later made its reproductive department. Its biggest selling point is that it solves all problems in one building. The downstairs is for IVF, and the upstairs is for obstetrics and NICU; labor and delivery and neonatal checkups for surrogate mothers are all done within the hospital, no need to transfer back and forth.
For families who are particularly worried about premature birth, fetal complications and neonatal emergencies, this "sense of security" is very meaningful.
One thing to note: some packages pack in higher-end obstetric services, which can seem on the expensive side; ask before signing up: which parts are required and which parts can be adjusted accordingly.
In the past few years, new organizations have been emerging, and Beta Plus is one of them with a greater presence. Their common characteristics are: new environment, new equipment; in order to seize the market, they dare to fight a "price war" and "promotional war", and sometimes they can get on the bus for 50,000 yuan.
But "new power" also means that the capacity of the surrogate mother pool and the experience in handling complex cases are still under development, and that certain aspects of the process are not as well controlled as those of the established organizations.
Many people's first reaction when they first get a quote is, "Why does some say $40,000, some say $60,000, and some say $80,000? Who's ripping me off?"
Let's start by giving a general framework - a realistic range for a full Georgia Surrogacy program (with travel + surcharges) in 2025:
Average family: RMB 450,000-700,000
We peeled the packages on the market like an onion:
🧅 Category A: Basic Single Package
Price: about 45 - 55 thousand dollars.
Logic: Pay once for a pregnancy. Failed the transplant? Sorry, pay for the next one.
Who it's for: People who are "OUTRAGEOUS". Those who are extremely confident in the quality of their embryos and can win in one go.
🧅 Category B: Success Packages
Price: about 65 - 85 thousand dollars.
Logic: A one-bite package. It doesn't matter how many times you transfer, or even how many times you stimulate (provided that you are either an egg donor or have exceptionally good self-egg counts), until you get your baby.
Who it's for: Most people. The risk is shifted to the organization. Note: Many organizations only accept donor egg clients for package success, and the conditions are very harsh for self-eggs to do a package success.
| sports event | Range of common charges (in US dollars) | Advice on avoiding pitfalls |
|---|---|---|
| Compensation for twin births | 3,000-5,000 | Don't just go for the "double baby deal" and get two embryos blindly. |
| Increased fees for caesarean sections | 1,500-3,000 | Treat it as part of the necessary budget and do not expect to "cut it out". |
| 🚩 Monthly supplement for substitute moms | 300-500 / month | Ask what week to start counting and what week to end counting. |
| 🚩NICU / Preterm births | 1000+ a day, no cap. | Focus on insurance coverage and buy as much as you can. |
Most organizations like to put a beautiful bar graph on their website: "Our success rate is 80%, 85%, or even 90%". The question is: what does "80%" mean: 20-something egg donor girl + high quality sperm, or 42-something self-eggs + multiple transplants?
Where is the "water" in the success rate figures?
A more reliable way to ask is:
"How many Chinese clients with conditions like mine did you take on last year? What was the percentage of successful baby carries?"
"What is the live birth rate in the 40-42 year old self egg group? And what is the rate for the donor egg group?"
1. Laboratory & capsule capacity:
Georgia's protocols are pretty much the same, but it's the embryo labs that really make the difference. Why is ReproART so expensive? Because their air filtration system, culture fluid, and embryologist practices are all copied from American standards.
It is important to be able to raise a fertilized egg to day 5 or 6 to form a blastocyst and pass PGS/PGD screening. Without good embryos, it is useless to find a good surrogate mother.
2. The quality of your "seed":
Egg donor: Success rate is usually 75%-85% (one transfer) as long as there are no major problems with the sperm. This is the "easy mode" in Georgia. Self Eggs: This is the "hard mode". over 35 years of age, the rate of chromosomal abnormalities in eggs skyrockets. If you insist on autogamy, please be prepared for "3 boosts and N transfers".
3. Physical condition and pregnancy management of the surrogate mother:
Regular facilities will strictly screen for: uterus, previous pregnancy history, chronic medical conditions, etc.; poor management of pregnancy, poor endothelial condition, poor blood sugar and blood pressure control can increase the risk to the embryo.
In-country medical examination, evaluation of the program, video consultation, attorney review of the contract, signing and payment.
Visit for sperm/egg retrieval (or transfer), lab fertilization to raise cysts, PGT screening, and wait for surrogate mother match.
Physical examination for surrogate mothers, pregnancy test for transplantation, HCG doubling, NT examination, 4D macro-analysis, and labor and delivery in the late pregnancy.
Parents travel to the country to accompany the birth of a child, apply for a birth certificate, DNA paternity test, and apply for a travel permit to return to the country.
Here I'm going to throw a few pots of cold water, which is not nice, but can save your life. Please take a seat in the right place:
✅ Green light for policy
Situation:Hold a legal marriage certificate (notarized + Hague certified/dual certified required).
Conclusion:You are fully welcome in Georgia. The policies are the most stable, the choice of institutions is the widest, and there are few legal impediments, as long as medical conditions permit.
⚠️ Yellow light warning
Situation:Still want to try to self ovulate, or have severely diminished ovarian function.
Conclusion:Many agencies will reject or recommend direct egg donation. You need to find agencies that are skilled (like ReproART) and willing to run with you.Recommendation:Prepare yourself psychologically and financially for the "3 times ovulation" or "switching to donor eggs".
❌ Red light prohibited
Situation:No real marriage certificate can be provided for either sex.
Conclusion:Don't believe the agent said "buy a fake license"! 2025 strict investigation, once found, the child can not get a passport to leave the country, and even face legal action. Please go out and turn left to see the United States or Kyrgyzstan (some specific programs).
Pretty brochures can be done all you want, contracts are the real hit and miss.
8 key clauses to keep an eye on in your contract:
The birth of a child is only a stage victory. For Chinese families, it is only when they can return to their home country and settle down that they really reach the finish line.
If policies are tightened in the future, what "safety cushions" are left in advance?Back up all medical records, contracts, and transfer vouchers electronically; when choosing an organization, ask: do they have a third-party contingency plan in the event of local policy adjustments; and do they have a cooperating attorney who can assist with follow-up procedures in a third country.
Example A: A young couple, looking for a cheap deal, found a "special package" offered by a Chinese agent. The price quoted was 38,000 US dollars for the whole package.
The result: When I went to the hospital, I found out that the 38,000 dollars was only the "medical fee". The mom had to be re-selected (extra money), her medications were billed (extra money), and she even had to pay for an interpreter every time she went to the hospital. The worst part is that when she had a miscarriage after the pregnancy and stayed in the hospital for a week, the organization threw out a bill for 5,000 dollars. In the end, the total cost was almost 80,000 dollars, but also suffered a lot of anger.
Lesson: The fleece comes off the sheep's back. Packages that are too far below the average market price must have a pitfall.
Case B: Client chose an acceptable hospital but did not read the terms of the policy carefully. She was pregnant with twins and was born prematurely at 30 weeks.
The result: two children in the NICU (Neonatal Intensive Care Unit). The hospital charges $1,500 a day. The agent says, "It's written in the contract that the children will be responsible for their own medical expenses." The client sold his car and house in China to send money to save his life.
Lesson: Twins are extremely risky! If you must have twins, you must get expensive insurance that covers the NICU or make sure your wallet is bulging.
Case C: The client is halfway through the process, the original docking manager who was very responsible for the departure of a new person, a question three do not know, and even the previous verbal commitment are not recognized.
Result: Fortunately, the client kept all the records of email exchanges and transfer vouchers at that time. We took these to the agency owner for negotiation and although it was a difficult process, the original plan was finally implemented.
Lesson: Don't trust verbal promises/voice-over tweets! All important agreements must be implemented in an email (Email) or written supplemental agreement.
There is only one common lesson: What can be written into the contract, don't just leave it in the voice of WeChat. "Evidence awareness", is one of the most important umbrellas for overseas surrogacy.
At this writing, if you are still a little confused, it's normal. It would have been impossible to cover all the details of the matter of surrogacy in Georgia in a single article.
But before you go on to look up countless sources, ask yourself three questions:
When you think about these three things, and then go back and look at the organizations and programs in this article, you'll see that the answers aren't that hard to choose.
How to use this article?Step one:Pick 2-3 organizations you are most interested in from the article and make a simple comparison table: total price, package success or not, reboot mechanism, NICU strategy, document service.
Step two:Make an appointment for video communication or written Q&A to get a feel for the professionalism and sincerity of the other party;
Step Three:Before you sign your name, have someone who really knows what they're doing - either an attorney or a practitioner like me who's been in the field for more than a decade - "nitpick" the contract from start to finish for you! Before you sign your name, get someone who really knows what they're doing - either a lawyer or someone like me who has been in the field for over a decade - to help you "nitpick" the contract from beginning to end.
Sometimes, a well read contract + you doing your homework is a better guarantee than any "so-called big brand organization".
If you'd like, you can break it down together later: a clause-by-clause breakdown of a particular agency's contract, specific budget allocations, or an Excel template to help you make comparisons. Seeking children is a difficult road, but you don't have to walk it alone in the dark.
